Brief Description of the Project The Tennessee Department of Human Services (THDHS)contracted with the University of Tennessee College of Social Work Office of Research and Public Service (UT SWORPS) in July 1997 to conduct a pilot project working with three East Tennessee Community Action Agencies on the implementation of Results-Oriented Management and Accountability (ROMA) in their Community Services Block Grant (CSBG) program areas. The second phase of the contract was to conduct training sessions for all 22 agencies. This self-implementation guidebook is a product of many collaborative efforts at the local, state, and federal levels.
