Brief Description of the Project The California Department of Community Services and Development (CSD) and the statewide Network of service providers have developed and implemented a system of scales used in measuring outcomes of interventions by members of the Network in their local communities. This three tier scaling structure examines outcomes at the family, community, and agency levels, and is fully consistent with the six national goals adopted by the Task Force.

This structure:
1. Incorporates local conditions and values into outcome measures;
2. Can be fully aggregated;
3. Is flexible in accommodating a wide spectrum of outcome measures.

This model has attained a considerable acceptance; variations are in use or under consideration in at least forty "jurisdictions." This technical assistance grant will support the continued effective use and replication of this system.
Under this grant and as a guide to others using or interested in this model, CSD will:

1. Publish an account of the development and implementation of the system in California, including "lessons learned" and "best practices" identified;

2. Verify the credibility and legitimacy of the model;

3. Develop a self-assessment prototype for use by states and local agencies in conducting ongoing assessment of capacity to track and report outcomes;

4. Identify potential approaches to linking California matrix scales with outcome-based budgeting and design field test strategies for the most promising of these methodologies; and

5. Perfect a simple automated database for use by local agencies for tracking and aggregating scale-based outcomes.

Statewide Reporting Structure:

1) Electronic Data Transfers to State?

"Yes" indicates that agencies transfer client/program reporting data to state either by:

  • Completing annual NASCSP Information Survey
  • Mailing disks with required CSBG monitoring data to the state, or,
  • Transfer data on-line.

2) State Reporting System Gathers Demographic Information on Individual Clients?
Yes
"Yes" indicates data can be sorted at the state level.

3) Required Fiscal Reports to State Performance-based?
No
"Yes" indicates agencies link the delivery of services or outcomes to the invoicing process.
"No"  indicates agencies may access a portion of their funds:

  • Prior to beginning service delivery, and/or
  • At regular calendar intervals throughout  contract period without regard to the number of units produced.

4) Local Agencies Report Outcomes to the State?
Yes

"Yes" indicates that the state can produce report containing statistics of outcomes achieved throughout the state.

5) Local Agencies Report Counts on Services to State?
Yes
"Yes" indicates means that the state can quantify the number and types of services delivered (not the number of people served).

6) State Provides Software to the Local Agencies for Reporting CSBG Information?
No
"Yes" indicates local agencies use standardized electronic reporting format.

7) Local Agencies Submit  Information to the State for Calculating Return-on-investment?
No
"Yes" indicates either

  • Agencies submit information in their proposals and/or reports to the state.
  • Agencies provide data and the state calculations one statewide report.
