Brief Description of the Project The Iowa Division of CAA will develop a statewide, comprehensive, automated system of performance-based management for the activities of the CAA Network to:

1. Measure CAA outcomes;
2. Provide data on direct effects of CAA services and activities on the lives of families;
3. Document incremental changes in individuals, families, and the community;
4. Train system users throughout the state;
5. Involve lead CAAs as a Network of support for statewide implementation; and
6. Refine programming to automate the system.

Brief Description of the Project The Division of Community Action Agencies has been working with the National Resource Center for Family Centered Practice of the University of Iowa to develop, as part of the standardized intake process, a system to measure outcomes of CAA programs/services. This outcome-based system provides concrete data regarding the impact of these programs on those served by CAAs. The system measures incremental changes in individual, family and community status.

This grant will allow for the following further development of this initiative:

1. Statewide use of technical development and support for the outcome measures program;

2. Expansion of the role of the National Resource Center to analyze results and assist with development of a reporting system for use at the national, state, and local levels;

3. Development of a better community needs assessment capabilities to improve CAA planning efforts;

4. Development of a statewide collaborative CAA/state support network to provide assistance to CAAs in administering the outcome measures program; and

5. Sharing of the model with other states and CAAs.
