Brief Description of the Project This project will facilitate five demonstration projects implementing incremental measurement systems for individual, family, and community change as a result of local agency programming. Of these two sites, one is rural and public (operated by county), and the other is urban (Pittsburgh) and private. Three sites are Head Start agencies. All sites operate a wide variety of programs, and although they are successful in developing resources for serving significant numbers of low-income people in their communities, they all report a lack of public recognition for their role. The sites will receive technical assistance and training for board members, staffs, sub-contractors, and county-level human service collaborators, as appropriate, to help agencies adopt measuring systems to meet their needs. CAAP will assure that the adopted measurement systems will yield data that can be aggregated into a template that will specify categories of in-crisis, vulnerable (at-risk), safe, stable (self-sufficient) and thriving, as specified by the CSBG Task Force on Monitoring and Assessment.

Brief Description of the Project The Community Action Association of Pennsylvania (CAAP) will continue and expand work with seven demonstration protects to implement incremental measurement systems for individual, family, and community change as a result of local agency programming. The second stage of the project will assist the agencies to complete the transition to ROMA by examining needs for management redefinition and reorganization, providing information and guidance on agency reorganization or reinvention, assisting sub- contract agencies to develop performance based contracts, and focus all agencies on defining results for community outcomes.
